How are opportunities truly equal? What if one's motivation and abilities aren't good enough to succeed? What about competition??

So people on top can move up. what happens to those on the bottom? They dont. So how is that fair?

It says that for equality to be demonstrated, the income of the bottom 20 percentage should be maximized right? Isn't that the same as working for maximum benefit for the least advantage?
